Not too sure what the problem is. Make sure your bank is allowing the payment to process. It could possibly be them rejecting the sale due to fraud protection.
It says it declined due to customers already has a subscription

In the meantime. Contact CCBILL to see if there’s something set up on your end that’s keeping the account from processing.
